The eldest of three boys, Joe was born on May 2, 1945, in Tyler, TX, to Harry and Margaret McGlaughlin. In his early years, Joe's family relocated to his mother's hometown, Muncie, IL, where they established Shale Hill Stables, a family farm dedicated to breeding and showing Welsh Ponies and American Saddlebred Horses. Joe attended Oakwood Township High School in Vermilion County, where he was known for his academic diligence and involvement in various extracurricular activities. His passion for learning led him to Eastern Illinois University, where he earned a Bachelor's degree in Political Science.
